I had a similar claim many years ago involving loose cows on the A1. A lorry driver blocked the road and called the police to warn that the cows were a danger and needed moving. He was told that if he didn't move his vehicle they would arrest him for obstruction.
A couple of hours later, his colleague, my client, hit one of the cows, killing it, totalling his HGV and injuring himself in the process. The police were nowhere to be seen and had obviously made no attempt to find the farmer or otherwise remove the cows.
