In certain contexts, that'd be a useful comment. But even I can see that that isn't what was done here, and I'm not even a proper lawyer, just a litigant-in-person and AP Herbert fan.

Delays in justice will inevitably have victims because (as the saying goes) "justice delayed is justice denied" to some extent. These real victims include any stressed-out real victims of crimes that are waiting to be tried and the victims of false accusations of which they will eventually be acquitted, but only after enduring being under suspicion for longer than necessary, perhaps deprived of liberty on remand in prisons, where they may be exposed to risks of summary perceived "justice" perpetrated by self-righteous fellow prisoners of "normal criminal element".
