as a mere criminal hack who doesn't really understand economics or high level political issues, i dont understand how the two tier criminal contracting system will reduce expenditure sufficiently to make a real difference.
can someone please explain?

my own idea is to get rid of moj consultants and to get rid of the legal aid agency. the former don't really offer value for taxpayers' money and the latter is no longer required.

the reason the moj's thinking on the tender process seems wrong to me is that the legal aid spend relates to eligible applicants as opposed to the number of providers.

if there are too many providers chasing too little work that has bugger all to do with the law society or the moj or anyone else.
