I've been in and out of criminal courts for all my professional life and have not seen 'touting'. Either I'm too involved in the case or it just doesn't happen often. Surly court staff are best placed to be trained in identifying this sort of activity.

Having said this, there needs to be a balance. Some of the people that stand accused do not know where to get help. The courts could offer better services in this regard. Perhaps a staffed counter to deal with members of the public?
