At one London Magistrate’s Court the touting has got totally out of control, with collusion of Court staff, Serco and the police. The touts would arrive early, approach anyone looking lost before the duty solicitor(s) could see potential clients etc.
The local solicitors and especially duty solicitors lost their (fair) share of work.
The senior District Judges were advised of the situation and asked to approach the, SRA MoJ and LAA. Nothing was done.

Suddenly the SRA has woken up, over a decade after this state of affairs was known. They might have looked at the number of legal aid transfers, sent out ‘secret shopper-clients’ to test the touts. The SRA is leaving it for other lawyers to make reports instead of looking at the situation themselves.
