Let's not forget that the hourly rates are, strictly, to be applied to summary assessments, not to the recoverable costs in general. I know that in practical terms many judges take the lazy route of blindly applying the 'guideline' hourly rates across the board but this should not be case. The exercise in redrawing the hourly rates properly applies to a very narrow aspect of our work.
